About Petropavlovsk LIBRARY CONSTRUCTION AND ECONOMIC COLLEGE
1. GENERAL PROVISIONS
1.1.The library is the most important structural unit of the Petropavlovsk Construction and Economic College, providing educational, scientific, reference, fiction, periodicals and information materials (hereinafter referred to as documents) for the educational process, as well as a center for the dissemination of knowledge, spiritual and intellectual communication, culture .
1.2. In its activities, the library is guided by the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan “On Education”, documents on library science and other regulations of the Ministry of Education and Science of the Republic of Kazakhstan, curricula and programs of educational organizations and these regulations.
1.3.The organization finances the activities of the library and monitors its work in accordance with current legislation.
1.4. The procedure for accessing funds, the list of basic services and the conditions for their provision are determined by the rules for using the library.
2. OBJECTIVES OF THE LIBRARY
2.1. Complete and prompt library and information-bibliographic services for students, teachers, staff and other categories of library readers established in the rules for using the college library.
2.2.Completing the library collection in accordance with the profile of the college, educational professional programs and information needs of readers.
2.3.Organization and maintenance of reference and bibliographic apparatus in automated and traditional modes.
2.4. Participation in the educational and humanitarian activities of the college, the formation of socially necessary knowledge and skills, professional interests, and promotion of cultural heritage in students.
2.5. Formation of library and information culture, training readers in modern methods of searching and selecting the necessary information, instilling in them the skills of skillful use of books.
2.6.Improving the work of the library through the introduction of modern technologies and computerization of library and information processes.
3. LIBRARY FUNCTIONS
3.1.The library of the Petropavlovsk Construction and Economic College organizes differentiated service for readers in the reading room and on subscription according to the established rules for using the college library, using methods of individual and group service.
3.2. Provides readers with basic library services free of charge: – provides complete information about the composition of the library collection through a system of catalogues, card files and using other forms of library information;
•provides advisory assistance in searching and selecting literature;
• issues printed publications and other documents from the library collection for temporary use;
• receives publications from other libraries that are not in the collection;
• carries out thematic, address and other bibliographic information, compiles reference lists upon requests, conducts bibliographic reviews, organizes book exhibitions.
3.3. Ensures the acquisition of the fund in accordance with the profile of the organization, curricula and educational programs. 3.4.Acquires educational, scientific, periodical, reference, fiction and other types of publications.
3.5. Carries out accounting, placement and verification of the fund, ensures its safety and storage regime.
3.6. Selects outdated, dilapidated, non-core and doublet publications by writing off, redistributing and exchanging. Excludes literature from the fund in accordance with regulations.
3.7. Maintains a system of library catalogs and card files in order to disclose the fund and assist the educational process.
3.8.Takes part in the implementation of the college’s educational program, using various forms and methods of individual and mass work.
3.9.Keeps daily statistical records of his work and the necessary documentation.
3.10.Takes part in the system of continuous education and advanced training of library workers.
4. MANAGEMENT. STRUCTURE AND STAFF.
MATERIAL AND TECHNICAL SUPPORT.
4.1. The organization of the library’s work is carried out by the head, who reports to the head of the organization and is a member of the college’s pedagogical council. The manager is responsible for the implementation of the tasks and functions assigned to the library, as defined by the job description, for the state of safety, labor protection and industrial sanitation; gives orders and instructions that are mandatory for library employees and checks their implementation.
4.2. The staff and structure of the library are approved by the head of the organization on the basis of current standards.
4.3. The library’s operating hours are established by the head of the organization in accordance with labor legislation and internal regulations. Once a month, the library sanitizes its premises and collections. The library does not serve readers on this day.
4.4. The costs of maintaining the library are included in the overall cost estimate of the organization. Management provides guaranteed financing for the acquisition and acquisition of electronic computing and copying equipment; provides the library with the necessary premises in accordance with current regulations.
4.5. The library maintains documentation and records of its work, provides reports and work plans in the prescribed manner.
4.6. For active work, library employees may receive awards and distinctions provided for educational and cultural workers.
