1.GENERAL RULES FOR USE OF THE LIBRARY

  1. The right to use the library have full-time and part-time students, teachers and college staff.
  2. Basic library services are provided free of charge.
  3. Issuance of literature at home is made on the subscription. The last or only copy is not subject to home delivery. In the reading rooms you can use literature without the right to take it out.
  4. Readers are registered in the library upon presentation of a document certifying that the reader belongs to an educational organization: for students - a student card, for teachers, staff and other categories of readers - an identity card.
  5. When enrolling in the library, the reader gets acquainted with the rules for using the library and fills out the reader's form.
  6. When leaving an educational institution, readers return to the library the publications that belong to them.
  7. Upon receipt of books, other printed works and other materials, readers carefully examine the publications and, if any defects are found, report this to the librarian, otherwise the reader who used the last edition is responsible for damage to the books.
  8. Readers who violate the rules of use or cause damage to the library bear administrative, financial or criminal liability in the forms provided for by the current legislation of the Republic of Kazakhstan and the rules of use of the library. For the loss of books, other printed works and other materials from the library’s collections or the infliction of irreparable damage to them by minor readers, their parents or persons replacing them are responsible.
  9. Readers responsible for the loss or damage of publications shall replace them with the same publications, or publications recognized by the library as equivalent.

2. RULES OF USE OF THE SUBSCRIPTION

10. At the subscription, literature is issued at home for the following periods:

-literature in the social and humanities is issued for the academic year;

- educational and methodical literature is issued for the period of study of the relevant subject with mandatory re-registration within the prescribed period;

- scientific and additional literature is issued for 20 days in the amount of 2-3 books;

- fiction is issued for no more than 20 days;

- readers can extend the period of use of the publications taken at home if there is no demand for them from other readers;

- the last and only copy of the publication stored in the fund is not subject to home delivery;

- for each copy of the taken publication, the reader signs on the reader's or book form; when returning the books, the reader's signature is canceled by the signature of the librarian;

-part-time students are provided with the necessary literature for the intersessional period.


3. RULES OF USE OF THE READING ROOM

11. Issue of books in the reading room is carried out on a student card.

12. The issuance of books is issued by the reader's receipt on the book form of each publication.

13. The number of publications issued to the reading room is not limited.

14. Encyclopedias, reference books, rare and valuable books, periodicals, the last and only copy are issued only in the reading room.

15. It is forbidden to take literature out of the reading room. In case of violation of this rule, readers are deprived of the right to use the library for a period determined by the library administration, depending on the degree of violation.


4. RIGHTS AND OBLIGATIONS OF THE READER

16. Readers have the right to:

-free use of the main types of library and information services provided by the library;

- get advice in finding and choosing sources of information;

-use the Internet and other information services if the library has electronic equipment.

17. Readers are obliged:

- to receive literature, present a student card and sign for each edition in a book or reader's form;

- take care of books, other printed works and other materials and library property;

- return the books received in the library within the established time limits.

18. The reader is not allowed:

-visit the library in outerwear;

- enter the reading room with bags;

- to break the silence in the premises of the library;

- take books out of the library without signing for them;

- spoil library publications (make notes in them, underline, tear out sheets, bend roots, etc.);

- remove cards from file cabinets and catalogs;

- enter without permission into office premises and book depositories.


5. RIGHTS AND OBLIGATIONS OF THE LIBRARY

19. The library has the right:

-perform constant monitoring of the return to the library of issued books;

-recover from readers the real market value of lost or damaged publications, and in case of stubborn unwillingness to compensate for lost or damaged publications, apply to the court to recover their real market value.
